01:46:40
Good morning and thank you for all your hard work. Will DHHS be discussing SB 37 and what guidelines might be changed to make those changes possible?
James C. Ellerbe
01:47:03
Hey Lynn and welcome Blair!
Karen Riddick
01:47:09
Happy Birthday Jessica!
Mary B Oates
01:47:12
At any point do you anticipate double masking becoming a part of the StrongSchoolsNC Toolkit for schools as a requirement or recommendation?
Lynn Harvey
01:47:40
Good Morning James! It is great to see you on the call today!
James C. Ellerbe
01:47:56
Thank you!
Karen Riddick
01:48:15
Welcome Blair!
David Stegall
01:48:55
Scott SB37 hasn’t been voted on yet in Senate and I haven’t seen anything in the house. Have you seen/heard anything about House’s response to the bill?
David Stegall
01:49:05
*it, not I
David Stegall
01:49:28
sorry, no, I was correct. Need more coffee
hebertj@uncw.edu
01:50:25
How do we know how accurate the case count for children is when they are often asymptomatic carriers?
Scott Elliott
01:50:32
No, I have not.
Michelle Vruwink
01:54:07
will these slides be shared with schools?
Sarena Fuller
01:54:29
Will there be any official clarification on social distance guidelines? Gov. referenced CDC report which specified 6 ft, yet "Plan A" is minimal social distance. The difference in execution is major.
Alicia Tanner
01:55:15
What percentage of children's tests are positive? Is there concern that children are not being tested as often due to often not presenting with as severe symptoms?
hebertj@uncw.edu
01:55:39
If social distancing is the most effective mitigation strategy, why is Plan A allowed when that limits the ability to socially distance in classrooms and schools?
Freebird McKinney
01:55:49
As of right now, there is no House response to SB 37. There is a Senate Education Committee meeting today at 1:00pm.
Scott Elliott
01:57:08
I'm wondering if the senate bill is a result of changing DHHS guidance on things like social distancing and bus capacity. Those are the things which would need to be modified to make it possible.
Angie Brady-Andrew
01:57:23
How do we access the presentation slides?
Mia Murphy
01:58:25
The presentation will be emailed to attendees.
Freebird McKinney
01:58:31
On the legislative Front there is a House/ Senate Bill on 2020 COVID Relief Bill Modifications HB 42/ SB 36.
Mia Murphy
01:58:43
Be sure to select Panelists and Attendees if you want all to see your message.
Michelle Vruwink
01:58:52
@Mia Murphy - thank you!
Scott Elliott
02:00:27
Thank you, David and Freebird.
Michelle Vruwink
02:00:54
In Buncombe County -we're still hearing stories of teachers getting vaccinated in other counties. Is there any info on this?
Brent Campbell Winston-Salem/Forsyth County Schools
02:01:19
Do have a more definitive timeline on when teachers will have access to vaccine?
Jennifer Cox
02:01:41
Does it matter what type of test they get done? PCR or antigen. Our county health dept is stating PCR but CDC states either is fine. Just trying to figure out what is the right answer.
Timothy Scranton
02:02:32
What type of verification/ID will teachers need to show when signing up for vaccines?
Karen Harrington
02:02:42
There seem to discrepancies in counties getting vaccines to teachers. Many of the smaller counties near us have already been able to roll them out to vaccines (and often are not in person for instruction)
Sharon Spence
02:02:50
Could you speak to double masking, please?
Brent Campbell Winston-Salem/Forsyth County Schools
02:03:21
How were some smaller counties able to vaccinate teachers?
SWallace
02:03:38
which vaccination will be available to teachers? mederma, J and J
Robert Jackson
02:03:43
Some teachers in some counties have received vaccines while other districts are being told that May is an expected time. Does NCDHHS have thoughts or a statement on this to help with positive teacher messaging?
Christy Grant
02:03:53
Yes, I have that same question. How are some districts vaccinating their teachers at the current time.?
Lisa Huddleston (she, her)
02:04:36
How will teachers prove their identity to the vaccine sites?
Walker Wilson
02:05:02
@Brent, some counties already had vaccine events planned for essential workers and those continued. NC is currently vaccinating those in Groups 1 and 2. https://covid19.ncdhhs.gov/vaccines
David Mahaley
02:05:53
What is the current false positive rate for the COVID-19 testing?
Wendy Jordan
02:06:21
Can she speak to the issue of 10 days beginning when 10 days ends for COVID positive person if physical separation is impossible in the home? (caregivers for example)
Rodney Berry
02:07:02
In areas with high community spread (5%<)schools have the challenge of staff needing to quarantine due to contact or exposure from outside the building. This has been the biggest challenge in maintain consistent school operations.
Cheryl Shuffler
02:07:21
Are any districts polling teachers/staff to ask who wants the vaccine?
Brent Campbell Winston-Salem/Forsyth County Schools
02:08:35
@walker I understand they had the events planned, but how did they in turn get the vaccine and the ability to do it, when the state still says no? Just has killed us with moral and trust levels since one was our neighboring county.
Rebecca Planchard
02:10:14
@Wendy - the guidance we have released that includes information on dates related to quarantining when you can't physically separate is outlined here: https://files.nc.gov/covid/documents/guidance/When-to-Quarantine-English.pdf
Amy Heflin
02:10:22
Please do not mention my county!!!My LHD does not want us to report cases from the schools. I have been told that testing sites notify the LHD of positives, with lab results to back it up. Since we cannot provide proof through lab results, we have been told not to report positives to the LHD. This seems to contradict the law regarding reporting. Please advise.
Walker Wilson
02:10:42
@Brent, feel free to reach out w/ questions, walker.wilson@dhhs.nc.gov
William Ziegler
02:10:58
I apologize if this was already asked/shared: If a person is vaccinated, but then has exposure to a COVID positive individual, is the vaccinated person still required to quarantine?
Scott Elliott
02:11:02
This is great! Thank you for this guidance and hard work. Watauga created a common interview and data entry tool for CI/CT which is shared with nurses, superintendent, and our LHD team. I review it daily to see trends and follow up on complex cases as needed. I highly recommend others consider such a tool if you have not already. I'm convinced it has reduced our numbers and prevented secondary transmission in schools.
Danielle Bryan
02:11:17
Speak to issues where the health department is not being notified of positive testing. We often notify them first, which increase exposure rates.
Rebecca Planchard
02:11:36
@Scott can you send that to all panelists and attendees?
Ken
02:11:47
@JenniferCox, Please refer to the following guidance: les.nc.gov/covid/documents/guidance/education/K-12-COVID-19-Testing-Considerations.pdf for testing.
Brent Campbell Winston-Salem/Forsyth County Schools
02:12:05
@walker, thank you!
Scott Elliott
02:12:09

02:12:39
@Amy will you send either walker.wilson@dhhs.nc.gov or Rebecca.planchard@dhhs.nc.gov an email sharing more information? We want to be able to provide you with support.
Wendy Jordan
02:12:39
@Rebecca Thank you! That is the document we have been using, but that guidance differs from our LHD. Leadership wanted to be sure we are doing exactly what we are supposed to.
Michelle Vruwink
02:14:49
I have some teachers getting appointments for vaccines in neighboring counties, so our other staff are questioning why i'm not getting this for everyone. Definitely creating some on the ground trust issues for schools
Dr Steven Hill
02:15:03
Our LHD has indicated downscaling contact tracing. Who do we follow when State Guidance and LHD differ?
Rebecca Planchard
02:15:13
@Wendy - Sure thing! Please feel free to reach out to StrongSchoolsNC@dhhs.nc.gov and copy me if helpful Rebecca.planchard@dhhs.nc.gov
Rebecca Planchard
02:15:47
https://files.nc.gov/covid/documents/guidance/When-to-Quarantine-English.pdf - this is what Dr. Porterfield is referring to re: calendars
Ellie Schollmeyer
02:15:58
Is their a template and tool for the contact tracing interview that you can share
Wendy Nielsen
02:16:16
Will specific guidance be added to the toolkit regarding post vaccine symptoms and how to address those symptoms?
William Logan
02:16:18
Are educators being vaccinated based on their county of residence or county of employment?
Brent Campbell Winston-Salem/Forsyth County Schools
02:16:26
@Michelle we continue to hear that as well, teachers getting appointments in neighboring counties and with Health Departments that had those "previous events" seem to still be giving the vaccine. It is creating some trust issues for us and our health department.
Tabitha Broadway
02:16:29
Currently the Return from Exclusion tool doesn't address the ability to separate for household members; however, our health department will allow folks to report that they are separating and then reduce the total exclusion time. If parents tell us that they are separating within the home, do we take their word for it and decrease the student's exclusion time?
Jeff McDaris
02:16:35
Thank you for the answers and all you do, but with all due respect, some also were able to vaccinate teachers without having anything already scheduled. Thank you for saying "some" ...it wasn't all
William Sudderth
02:19:21
It’s been Groundhog Day since March!
Janel Lingle

02:22:13
Who do we contact if our families have not received all of their benefits? We are a CEP school.
Tammy Finch
02:22:23
How will low income students who qualify for free lunch but don't attend a federal lunch program school (the school provides the food from their own budget instead) receive benefits?
Jessica Swencki
02:24:02
Hi Jodi...lab schools have been flagged. As you know, the SN program is run through the district in which the lab school is open. Hopefully, the new issuance will resolve previous concerns.
Jessica Swencki
02:24:45
So true! :)
Rebecca Planchard
02:25:13
@Shamon - Thanks for this question. I ~think~ you're referring to Scenario 2 in the quarantine guidance. Please feel free to reach out to StrongSchoolsNC@dhhs.nc.gov if any further nuance to a particular circumstance - always happy to help! https://files.nc.gov/covid/documents/guidance/When-to-Quarantine-English.pdf
hebertj@uncw.edu
02:26:21
@Jessica - Thank you!
Wendy Jordan
02:27:43
So, students who choose to remain virtual AND have lunches delivered by the district WILL receive the benefit?
Dr. Tyrana Battle
02:27:55
What date is the P-EBT data collected from PowerSchool?
Tammy Finch
02:28:44
So do BOTH student and learning circumstances need to be met, or just one circumstance to receive benefits?
Danielle Bryan
02:29:58
What specific codes in Powerschool will note this?
Valerie Newton, Bladen County
02:30:25
Our district is a CEP district. Does that mean that every enrolled student will receive the P-EBT even if they are not eligible under SNAP or F&R?
Tina Chestnut
02:31:22
Some students in CEP schools did not receive benefits on previous occasions. What specific information is pulled from PowerSchool?
John McCann
02:31:44
With the meals being free, how does that help school nutrition programs toward solvency?
Scott Elliott
02:32:41
How will PS verify that we were remote for at least five days? I just want to make sure I have our days coded correctly.
Ken
02:34:43
@TabithaBoadway: Please refer to the following guidance: PHT-ScreeningReferenceGuide_6.30.pdf … Page 10-11 (of 38) addresses “Returning from Exclusion” and has guidance for addressing Household Member exposures and symptoms.
Natalie Oransky
02:35:35
If we do not have a school lunch program, we do not need a P-EBT team, correct?
Jessica Swencki
02:36:00
We will verify this information and report back asap.
Debra Dowless
02:36:05
Students in CEP schools on Plan B will receive P-EBT benefits only for the days they are not in school (example 3 days a week remote)?
Jessica Swencki
02:36:34
Correct.
Natalie Oransky
02:37:16
Thank you.
Jenny Faulkner
02:38:38
Will the P-EBT toolkit comm materials be available in Spanish as well?
Steve Basnight
02:40:20
I ditto Jenny F's comment concerning the importance of the availability of materials in Spanish.
Jessica Swencki
02:40:26
Thank you all for the wonderful birthday wishes!!!
Molly McGowan Gorsuch
02:40:29
Yes, yes, yes to Spanish!
Eugene
02:40:30
who is the contact person for the P EBT for Cumberland county
